VACANCY ANNOUNCEMENT

 Environmental and Social Specialist

In accordance with the Loan Agreement, signed by the Government of Mongolia (the “Borrower”) and the EBRD (the “Bank””) on 22 June 2023 and the Project Agreement between the Municipality of Ulaanbaatar (the “City” or the “Project Entity”) and the EBRD signed on 23 June 2023, the Project shall be implemented by the City through a dedicate Project Implementation Unit (the “PIU”) to be established by the City in accordance with Section 2.02 of the Project Agreement.

The purpose of the Project is to assist the Borrower in construction of residential complex for approximately 36,000 m2 of live space (around 712 low-carbon and climate-resilient apartment units in 9 apartment blocks of 9 story buildings) and associated infrastructure on a vacant land plot with the total area of four ha, located in Songino-Khaurkhan District, 6th Khoroo, Ulaanbaatar.

The Project is expected to be completed by 31st December 2026 (as per signed Loan agreement).

This project is seeking a professional for the position of Environmental and Social Specialist

 

Scope of Work

The Environmental and Social Specialist will work under the direct supervision of the Project Manager and will execute all tasks mentioned below and/or implied in the loan, grant, project and other related agreements and contracts related to compliance with all environmental and social safeguards topics to ensure the Borrower meets all their obligations specified therein.

The Specialist will be responsible for ensuring and reporting on the implementation of measures required under the local Environmental Impact Assessment (local EIA), international Environmental and Social Impacts Assessment (ESIA), Stakeholder Engagement Plan (SEP), Environmental and Social Management and Monitoring Plan (ESMP), the Environmental and Social Action Plan (ESAP) in line with the EBRD Environmental and Social Policy (ESP) and the EBRD Performance Requirements (PRs).

The Specialist will be acquainted with the relevant Mongolian regulations and procedures, the EBRD ESP, the EBRD PRs, and other relevant requirements on environmental and social impact assessment and management, resource efficiency, pollution prevention and control, occupational health and safety, and managing effectively any impacts on local communities. He/she will be accountable for environmental and social contractual matters on behalf of the City to ensure that all parties involved adhere to the highest quality environmental and social standards during construction works implementation.

 

Detailed Tasks

  • Review of the relevant documentation and those developed to date as part of ESAP implementation, including documentation developed by the Project Implementation Support (“PIS”) Consultant.
  • Develop a procedure for reporting on environmental, social, and health and safety performance of the Project in line with the requirements for the Annual Environment and Social Report (AESR) to be submitted to the EBRD and the annual report on implementation of Environmental and Social Management Plans (ESMP) to the local environmental authorities.
  • Participate in trainings on environmental and social safeguards organized by the PIS Consultant and collaborate with them in fulfilling tasks.
  • Represent the PIU or assist the Project Manager in leading the discussions with the PIS Consultant, Contractors and Suppliers on the compliance with environmental, social, and health and safety matters of the contracts.
  • Prepare and implement site and contract specific ESAPs within the framework of the Project’s overall ESAP and the ESMPs contained in the local EIA.
  • Prepare and submit documents for the local EIA for approvals and subsequently supervise the contractor’s compliance with the ESMPs.
  • Prepare and implement site specific SEPs.
  • Establish and effectively implement a Grievance Redress Mechanism (GRM) in accordance with GRM procedures, conduct regular consultation with local stakeholders and address grievances and complaints from stakeholders and residents promptly and transparently, and ensure that all complaints are promptly reported to the City and the EBRD.
  • Undertake regular site visits and monitoring of the Contractors and Suppliers’ activities to ensure compliance with the requirements of the Environmental, Health and Safety and Social Law, EBRD’s ESP and ESAP and provide regular reporting in line with the format agreed with the EBRD.
  • Raise Contractors and Suppliers’ awareness on the requirements of the relevant EBRD’s environmental policies and requirements.
  • Provide Contractors and Suppliers’ representatives with the samples of the documentation, procedures, manuals, handbooks and other materials requirement for the completion of the task.
  • Review Contractors and Suppliers’ documents and procedures to ensure their compliance with the EBRD’s requirements and verify their effective implementation.

 

Qualification Requirements

Education:

Holds a bachelor’s or master’s degree in environmental and social studies, civil engineering or city planning and management.

Experience:

At least 10 years of relevant professional experience in environmental and social safeguards, and compliance with relevant Mongolian environmental, social, and labor laws and regulations, and good international practice.

Experience in any of the following areas is considered an advantage:

  • Work experience in a relevant environmental safeguard, social performance management and/or stakeholder engagement position in a public administration institution, a non-government organization, private sector company, or IFI.
  • Experience in conducting public participation and consultation activities.
  • Familiarity with IFIs’ environmental and social safeguards requirements.
  • Experience in gender issues and assessment.
  • Knowledge of relevant Mongolian laws (if he or she is a lawyer more advantage)
  • Experience in environmental work field as an environmental or ecology specialist.

 

Competencies:

  • Excellent knowledge of local and international environmental and social safeguards practices.
  • Ability to work both independently and within a team.
  • High standard of professional and work ethics.
  • Confident user, knowledge of Microsoft Windows, Outlook and Office (Word, Excel, PowerPoint), Acrobat Reader, Internet and E-mail;
  • Have excellent knowledge of spoken and written Mongolian and English language proficiency.
