We invite you to cooperate in the “Hunnu” renewable energy source project within the framework of public-private partnership

To reduce overpopulation of the capital city of Ulaanbaatar and its negative impact on the environment, to develop certain economic sectors in line with development policies based on the international airport, to create favorable conditions for the population to work and live in a healthy and safe environment, and to support production, transport and logistics, and tourism, the State Great Hural of Mongolia, by Resolution No. 76 of 2024, established satellite city “Hunnu” in the territory of Sergelen and Altanbulag sums of Tuv aimag. The name of the city “New Zuunmod” was changed to “Hunnu city” by Resolution No. 26 of 2025 of the Government.

Hunnu city is planned to transform into an environmentally friendly and “smart” city by combining statecraft, culture, and tradition with modern development trends.

The expected heating load of Hunnu City is 460 gcal/hr and the electricity load is 325 MW, therefore there is a necessity to put the sources into operation, in phases from 2025 to 2027.

The project aims to develop a total of 300 MW of renewable energy sources, including 200 MW of solar power and 100 MW of wind power, with a 150 MW battery storage system, under a public-private partnership (PPP) framework.

Therefore, we kindly request that you submit the necessary documentation, including relevant information, calculations, analyses, and research, as specified in Section 18.1, 22.4 of the Law on Public and Private Partnership and Section 2.2 of Annex 1 of the Resolution 210 (2024) “Procedure for Preliminary Evaluation and Comprehensive Analysis of Partnership Projects” by the Government of Mongolia.
